Primary diagnosis of an Intellectual Developmental Disability prior to age 18
The services provided by Reach Unlimited adhere to regulations set forth by the Texas Health and Human Services Commission and the Center for Medicaid Services.
The LIDDA (Local Intellectual Developmental Disabilities Authority) completes a DIDD (Determination of Intellectual Developmental Disability) assessment which is required to access Medicaid and Medicaid Waiver funds to pay for support services offered by Reach.

Medicaid Eligibility
(not necessary for private pay)
To secure Medicaid and Medicaid Waiver funding, the individual must establish and maintain Medicaid eligibility each month. One of the most significant criterions for that eligibility is that the individual may have no more than $2000 in assets (including bank accounts, insurance policies, real property, etc.).

Funding allocated by the Local Intellectual / Developmental Disabilities Authority
Aside from choosing a private pay option available for services at the Learning Activity Center (day program), each member must qualify for the funding program needed for various programs.
- ICF Residential Services: requires Medicaid eligibility
- HCS Services: requires funding from Home and Community Based Services Waiver
- Learning Activity Center (LAC): requires HCS, ICF, CLASS, Texas Home Living Waiver, or private funding.
Note: Many people think Medicaid medical insurance will cover the cost of services at the LAC. Unfortunately, that insurance will only cover the cost of Adult Daycare Services. The LAC does not qualify as an Adult Day Care with Medicaid medical insurance.

Home and Community-based Services
The HCS program, designed for persons with intellectual and developmental disabilities, provides individualized service to people living in their family’s home, their own homes, or other community settings such as group homes.
ICF / IDD Group Homes
The ICF/IDD program provides residential and individualized skills & socialization (ISS) services to people with intellectual disabilities or a related condition.
Learning Activity Center
The Blair Inez Scianna Learning Activity Center (LAC) is a place where members come to focus on achieving their personal goals.
Vocational Services
Supported employment
Supported employment and vocational services are designed to match the member’s desires and abilities to the employer’s needs.
